TRAINING & RURAL SAVINGS CAMPAIGN AT BARPETA
DISPUR, JUNE 28: A training programme of agents and postal officials along
with a Rural Savings Campaign was held at Barpeta from June 23 to June
25 under the aegis of the Guwahati Regional Centre of National Savings
Institute. Altogether 70 agents were trained at the conference hall of Deputy
Commissioner , while 25 branch post masters were trained at Barpeta Head
Post office. Assistant Directors of the National Savings Institute Naba Kumar
Bhattacharjya and Krishna Kumar Pradhan conducted the training programme.
Besides, a Rural Savings Campaign was also held at Barpeta Development
Block on June 25, which was attended by 60 members from various self help
groups of the locality.

Parliamentary Secretaries sworn-in
Dispur, June 22: MLAs Rajib Lochan Pegu and Siddique Ahmed were today sworn-in as Parliamentary Secretaries at a brief ceremony attended by several ministers, parliamentary secretaries and senior government officials.
Assam Chief Minister Shri Tarun Gogoi administered the oath of office and secrecy to Shri Pegu and Shri Ahmed at the 11-minute ceremony at conference hall of Assam State Secretariat.
While Shri Pegu, who represents Majuli constituency, took the oath in Assamese, Shri Ahmed, who represents Karimganj (south), in Bengali.
With today’s inclusion, the strength of parliamentary secretaries goes up to 10.

PROHIBITORY ORDER IN KAZIRANGA NATIONAL PARK
DISPUR, JUNE 19 : The Sub Divisional Magistrate, Bokakhat, by an order issued under Section 144 CrPC has prohibited speedy driving and control and restrict the speed limit of the moving vehicles upto 40 KM per hour plying on NH-37 in Kaziranga National Park. The order has also prohibited carrying of fire arms, bows, arrows and other lethal weapons and stoppage of heavy vehicles in front of Dhabas, blowing of horn within the area nearer to Kaziranga National Park.
The measure has been taken to prevent any harm to the animals migrating towards Karbi Anglong for safe shelter during flood season.

Special priority to health sector in NE States: Union Health Minister
Dispur, June 19: Union Minister for Health, Shri Ghulam Nabi Azad today inaugurated a one-day seminar on Immunity 2010 on the theme “Initiatives taken by the UPA Government in the healthcare sector for the development of the Northeast Region’ at Rabindra Bhawan in the city.
Addressing the seminar, Shri Azad said that the initiatives taken by the UPA Government in the past six years in the health, education, road and others have brought about drastic improvement in these sectors. “The slew of schemes taken by the UPA Government in key sectors could not have been thought of or imagined before. The changes are there for all to see,” he said, lamenting that the electronic media by and large have not accorded priority to the development activities undertaken by the UPA Government at all and highlighting only the seamier side.
Highlighting the achievements in the NRHM, Shri Azad said that major infrastructural changes have come about following the implementation of the flagship programme of UPA Government in different parts of the country. He said that under the NRHM, 650 district hospitals, 5,000 CHCs, 25,000 PHCs, 1.5 lakh sub centres have come up and 7 lakh ASHA workers appointed in the past five years. “I am optimistic that NRHM will take off in a big way in the next 5 years,” he added.
Shri Azad said that his ministry has accorded priority to the States of the North East and three hilly States viz., Jammu & Kashmir, Himachal Pradesh and Uttaranchal and have relaxed the required criteria for setting up of a medical college. “As there is problem regarding availability of land in these States, we have reduced the required land for establishing a medical college from 25 acres for rest of the States to 20 acres for these States and that, too, in not place and could be in two-three plots in a radius of 10 km,” he pointed out, adding, “even the optimum utilization of buildings, number of laboratories coupled with required bed strength and enrolment of patients have been relaxed for these States.”
The Union Health Minister said his ministry has written to the Government to provide additional financial assistance to doctors who serve in inaccessible and far-flung areas. “The expenditure will be borne by the Central Government,” he said. In this connection, he pointed out that the Government would give 10% marks to students passing out MBBS in the National Entrance Examination if they serve in rural areas on contractual basis for one year, 20% marks for 2 years and 30% marks for 3 years rural posting. “It’s a win-win situation for them as they only get marks but also earn while they work in rural areas,” he added.
Shri Azad complimented Chief Minister Shri Tarun Gogoi for launching new innovative health schemes in the State. The scheme which he singled out is the one in which a poor patient gets daily wages for the period of his hospitalization at the rate of Rs.75 per day. “This scheme launched by the Assam Government is indeed unique in the entire world. I am going to highlight this special scheme in my address at a function to be attended by 61,000 NRI doctors of Indian origin from across the world in Washington shortly,” he added.
He said that a war has to be launched jointly by the Central and State Governments against malaria. “If malaria could be controlled, a serious health concern would be addressed,” he added.
Speaking on the occasion, Assam Chief Minister Shri Tarun Gogoi said that his Government has launched a host of schemes in the health sector in the past nine years. “Our Government is pro-poor and the various schemes we have taken up in different sectors are aimed at ameliorating the condition of the poor and weaker segments of the society,” he added.
Shri Gogoi announced that assistance under Chief Minister’s Jibanjyoti Bima Achoni, insurance cover would be raised from Rs. 25,000 to Rs 50,000. He also announced a new health scheme called the Rajiv Gandhi Student Health Care Scheme for students. “Under this new scheme, we will extend financial help to students for their medical care and treatment. The State Government will earmark Rs 10 crore for this purpose,” he added.
The Chief Minister also declared merit scholarship for 6,000 students.
The Minister for Health & Family Welfare, Dr. Himanta Biswa Sharma requested Shri Azad to accord permission to develop the 500-bedded hospital at Amingaon to a super specialty hospital on PPP mode under NRHM. “It will go a long way in arresting the flow of patients from the region to other parts of the country,” he said. Dr. Sharma said that the State Government has given added thrust to developing the infrastructure of Gauhati and two other medical colleges beyond AIIMS. He also announced that the State Government would send 300 children with hole in their hearts to Bangalore for treatment on July 10.
MP, Shri Bhubaneshwar Kalita said that the UPA Government’s focus all along has been on the aam aadmi (common man).

It augurs well that the investigation agency has made headway in a record time and deserves appreciation for its efforts. Our Government will continue to extend full support and cooperation to the investigation agency so that those who siphoned off public money are brought to book and tried in the court of law.
The Opposition is raising a hue and cry just to gain political mileage by tarnishing the image of my Government by levelling baseless and politically motivated statement. Why the Opposition parties viz., AGP and BJP were keeping mum when the CBI found prima facie case to be tried in the court in LoC scandal against the then Chief Minister, Shri Prafulla Kumar Mahanta, and what is their stand today in this regard. The people of my State, who are the best judge, will see through the Opposition game plan and continue to rally behind my Government to unravel the misdeeds of certain unscrupulous elements in the embezzlement of public money in NC Hills. |

CM takes up ULFA and erosion problems with Prime Minister |
Dispur, June 15: Assam Chief Minister Shri Tarun Gogoi today met Prime Minister Dr.
Manmohan Singh and discussed a wide gamut of issues concerning the State.
Shri Gogoi apprised Dr. Singh about the progress being made on the peace process
with ULFA and also the initiative taken by some intellectuals, including Dr. Hiren Gohain by
convening a Jatiya Abhibartan recently. Dr. Singh told Shri Gogoi that he was very much keen
to meet Dr. Gohain and other delegates of Jatiya Abhibartan to take forward the peace process
with the ULFA to its logical conclusions.
The Chief Minister took up the problems of floods and erosion posed by the Brahmaputra
and its tributaries, including the problem of artificial flooding in many areas of Guwahati
city. Pointing out severe erosion in the southern bank of river Brahmaputra in South Salmara-
Mankachar subdivision of Dhubri district, threatening the IBB link road between Hatsingimari
and Assameralga border outpost. “The erosion on the southern bank threatening the IBB link
road may have an adverse impact on the security scenario along the IB border as well,” he
pointed out. The Chief Minister urged the Prime Minister to issue necessary instructions to the
Ministry of Home Affairs for early sanction of the revised estimates amounting to Rs 13 crore to
protect the IBB Road, fence and adjoining Binnacherra village from severe erosion.
Shri Gogoi requested Dr. Singh’s intervention in issuing directions to the Department of
Expenditure, Ministry of Finance for releasing the fund for the storm water drainage for Bahini
and Noonmati basins project already approved by the Ministry of Urban Development in 2009.
The Chief Minister also took up the issue of improvement of the historic Dhodar Ali
Road and requested Dr. Singh’s intervention so that development of the road is taken up by the
Ministry of Road Transport and Highways under SARDP-NE Phase-A.
Shri Gogoi pleaded with Dr. Singh to consider the proposal for the road project
titled “Link Road of NH 52 to NH 37 via Majuli river island and bridge over Brahmaputa
River in the State of Assam” as part of National Highway Development Programme. The
proposed road project with a length of 76.45 km with three major RCC bridges over the rivers
Brahmaputra, Subansiri and Luit is estimated to cost Rs 1700.08 crore. |

Dispur, June 14: Assam Chief Minister Shri Tarun Gogoi today visited
Super 30 – a free coaching institute run by Shri Anand Kumar for the
socially and economically disadvantaged IIT aspirants – at Patna.
Lauding the efforts of Shri Kumar for the 100 per cent success his
institution has achieved in cracking the IIT-JEE examination for the third
consecutive year, Shri Gogoi said that other institutions should take a leaf
out of him and render such free coaching to students from poor backgrounds.
The Chief Minister announced Rs. 5 lakh from the State Government
for the institute to carry on the good work.

Assam CM at Union FM meet with CMs of East Zone States Banks must play a proactive role in rural credit flow
|
Dispur, June 14: “Financial institutions and banks must play a proactive role in rural credit flow,” said Assam Chief Minister Shri Tarun Gogoi at a meeting convened by Union Finance Minister with Chief Ministers of East Zone States at Patna today.
“Under staffing of the rural bank branches coupled with short tenure officer posting are also factors of low level rural credit flow,” he pointed out.
Shri Gogoi said most of the State’s small and marginal farmers could not avail loans as land holding certificates are being insisted upon. “Land user certificate from Agri field officer should suffice for verifying its genuineness,” he pointed out. In this context, the Chief Minister pointed out that the State Government has made provisions for Rs.60 crore in the 2010-11 budget to provide assistance of Rs 3,000 each to 2 lakh small and marginal farmers to help them buy agricultural tools and equipment.
The Chief Minister called for implementing the recommendations of RBI for revitalizing the Lead Bank Scheme immediately. “The role of Lead Bank Officers (LBO) is crucial for effective implementation of the Annual Credit Plan. At present they don’t seem to have much teeth. I would like to suggest that the district collectors and lead bank officers should be given more effective powers so that they can actually lead all other bank branches in a district to achieve the collective goal of successful implementation of the district credit plan,” he said.
Pointing out the fact that only 3 kharif crops and 5 rabi crops in Assam are presently covered under the National Agriculture Insurance Scheme, Shri Gogoi said, “The notified area of coverage may be brought down to the Gram Panchayat level because Blocks and Revenue Circles are too large for proper assessment of loss of yield. Moreover the claim disposal procedures under the scheme also need to be simplified.”
Shri Gogoi regretted that the credit flow to Small Scale Industries (SSIs) and Micro Enterprises has not been encouraging. “Banks and other financial institutions must step in in a big way. This is the sector which has highest potential to generate self employment, particularly for the educated unemployed youths,” he said. In this context, Shri Gogoi requested the Union Finance Minister to launch a special drive for threefold increase in credit disbursement in the State.
There are 31,232 registered Micro and Small Enterprises in the State. Credit flow to Small Scale Industries [SSIs] is low at around 9% of total advances. About Rs.242 crore was advanced to SSIs in 2009 (till December). Similarly, credit flow to Micro Enterprises stood at only Rs.279 crore as on December, 2009.
Shri Gogoi requested the banks to adopt a liberal attitude in funding rural housing “Housing Loans have been provided to about 80,000 families only as seen from SLBC reports. There is vast scope of lending in this sector. At present credit flow for rural housing in the State is very meager,” he said.
The Chief Minister also called for more lending to weaker sections and minority communities in Assam. “The untapped potential of this segment of our population must be realized through imaginative schemes and interventions,” he asserted.
Total lending to the weaker section in the State was Rs.885 crore during 2009-10. Total outstanding against this sector as on March, 2010 was Rs.3118 crore.
The Chief Minister called for expansion of banking network in the State. “Though the number of bank branches in Assam increased to 1517 with the addition of 89 new branches in 2009, 28 districts are grossly under-banked. The bank-population ratio is still high at 17,600 as compared to the national average of 12,500,” he pointed out.
Shri Gogoi said that though the High Level Committee set up by the Reserve Bank of India to prepare a Financial Sector Plan for the NE Region found that the banks would have to open about 90 new deposit accounts per month per branch in the NE to reach the national average of 59%, it still remains a far cry. “We are still lagging way behind the national average. I request the CMDs of all banks to fulfill their commitments in this regard,” he said. In the same breathe, Shri Gogoi rued that the decision for collateral-free lending up to Rs 50,000 in case of agriculture and up to Rs 5 lakh to SMEs has not become a reality at the branch level. “Banks may consider giving incentives to branch managers for disbursing such loans,” he said.
“The number of No-Frills Accounts with overdraft facilities also needs to be increased to instill banking habit and to promote financial-literacy among the people,” he also pointed out. Of the 12 districts taken up for 100% financial inclusion in the State, only two districts, Sonitpur and Barpeta, have so far been declared as such.
The Chief Minister also pointed out that the performance of two Regional Rural Banks (RRBs) in Assam was improving following amalgamation of four RRBs into one in 2006. “The equity base of the RRBs has been strengthened substantially and State Government has made its 15% contribution on time,” he said. He, however, called for core banking facilities in the RRBs. “Though there seems to be some progress, I request the sponsor banks viz., UBI and SBI to help ensure this by March 2011,” he added.
Shri Gogoi regretted that though the Self-Help Group (SHG) movement was picking up momentum in the State, only 1.56 lakh have been credit linked out of 2.20 lakh SHGs having deposited savings in banks. “Field verification has revealed that many SHGs do not get the actual credit benefit. Some banks are resorting to the unhealthy practice of retaining the government subsidies to the SHGs as fixed deposits with them before disbursing the bank loan. In other words, those banks are actually not lending their own money. They are only lending the government grants at a rate of interest which is higher than the FDR interest paid by them to the SHGs. This unhealthy practice needs to be stopped forthwith,” he said.
The Chief Minister called upon the Union Finance Minister to constitute a high-level committee for evolving a system for ensuring bank credit to our SHGs at lower, affordable and reasonable rates, with special focus on women groups. “Banks lend money to the well-off including big and affluent corporate houses at around 14% interest, while the poor SHGs formed by women and vulnerable groups have to often pay interest as high as 30% or more through the system of ‘on lending’. This is indeed unfortunate for a Welfare State like ours,” he said. In this context, he pointed out the State Government’s micro-finance to SHGs at the rate of 20% or below and the Venture Capital Fund Scheme in the offing for helping new entrepreneurs coming up with innovative ideas.
Shri Gogoi also pleaded with Union Minister Finance to issue clear directives to banks to adopt a uniform policy applicable to all States so far as payment and rate of service charge to banks for handling NREGA payments are concerned. “Similar uniform policy may be adopted in respect of other such Central and State programmes also,” he pointed out.
Pointing out the imperative need for long term credit to farmers, Shri Gogoi requested the Union Finance Minister to implement the scheme for revival of the Long Term Cooperative Credit Structure in Assam as soon as possible.

NATIONAL SAMPLE SURVEY FROM JULY NEXT
DISPUR, JUNE 14 : The 67 th round National Sample Survey on non-agricultural enterprises covering three major sectors namely manufacturing, trade and other services will commence from July next and will continue till June, 2011.
Inaugurating the three days regional training conference to train up the field investigators for this nation wide integrated large scale sample survey at Dispur on June 14, Director of Economics and Statistics Prafulla Das stressed on the quality of data collection as these are used to generate information and statistical indicators on diverse socio-economic aspects of the country.
Highlighting the importance of survey, Deputy Director General of National Sample Survey Office (NSSO) Siladitya Chaudhury said that the Database of National Sample Survey is used to estimate GDP and its growth of unorganized sector of Indian economy and this database is a source for planning and policy making of the country.

schedule for Summary Revision of Electoral Rolls, 2010 with 01-01-2010 as
qualifying date for the state of Assam. As per the schedule draft publication of
the electoral roll will be done on 20-07-2010 (Tuesday). Period for filing of claims
and objection will be from 20-07-2010 to 10-08-2010 (Tuesday) and disposal of
claims and objections will be completed by 25-08-2010 (Wednesday). The printing
of supplements by 09-09-2010 (Thursday) and the final publication of Revised
Electoral Roll will be done on 15-09-2010 (Wednesday).

CM condoles death of eminent educationist Ramcharan Das
Dispur, June 9: Chief Minister Shri Tarun Gogoi today mourned the death of eminent educationist and social worker Ramcharan Das, who passed away at the Gauhati Medical College Hospital yesterday.
In a condolence message, Shri Gogoi said that with the passing away of Das, the State has lost a multifaceted personality imbued with the spirit of Gandhian ideology. “His death is a great loss to the State”, he said.

Dispur, June 9: Chief Minister Shri Tarun Gogoi today expressed his deep shock and profound sorrow at the sudden demise of noted journalist, Gauri Shankar Kalita, who passed away this morning.
In a condolence message, Shri Gogoi said that Kalita during his long chequered career as a journalist and later as an editor had raised the key issues facing the State and put them in proper perspectives. “Kalita had an in-depth knowledge and understanding of the problems plaguing the State and the region and created public opinion through his writings. The void created by his death will be hard to fill,” he said.

Meeting of State level Advisory Committee for Students and Youth Welfare Unearth hidden talents of rural youths: CM
Dispur, June 7: The meeting of the State level Advisory Committee for Students and Youth Welfare was held under the chairmanship of Chief Minister Shri Tarun Gogoi here today.
The meeting decided to draw up action plans for a slew of programmes for the current year which include intensive coaching camp for specific disciplines, holding of seminars/workshops, character building, skill development, work culture, financial assistance to poor meritorious students for higher studies, youth festival among the universities of the State, educational exposure to students, assistance to players who have earned laurels in national and international tournaments, assistance to budding and promising youth apart from sports, assistance to youth clubs and associations.
The Chief Minister stressed the need for holding of zonal level school sports and cultural tourneys in different parts of the State for unearthing the hidden talents at a tender age. He said that funds would be no constraints towards that end. Shri Gogoi also underscored the need for bringing to the fore the latent talents of the rural youths in a big way and for involving the district sports associations in the execution of different schemes and programmes.
The meeting was attended, among others, by Minister for Sports & Youth Welfare, Shri Bharat Chandra Narah, Secretary, Sports & Youth Welfare, Shri Shantanu Thakur, Director, Sports, Shri S. Gohain Baruah and Member Secretary, Students & Youth Welfare, Shri Rekibuddin Ahmed.

OBSERVER APPOINTED FOR COUNCIL ELECTION |
DISPUR, JUNE 5 : The Government of Assam vide notifification issued on June 4,
has appointed 27 senior officials as the Election Observers for the purpose of conduct
of election to the General Councils of Tiwa, Deori and Thengal Kachari Autonomous
Council to be held on June 7, 2010.
As per notification, Apurba Kumar Phukan, Executive Director of Assam Sarba Siksha
Abhijan; Shyam Jagannathan, Secretary, P&D; Ganesh Kumar Kalita, Commissioner of
Labour; Rajeev Lochan Duara, Director of Social Welfare; Sohrab Ali, Addl. Secretary
of Education (S); C R Kalita, Addl. Secretary of Power (E) and Amarendra Nath Bora,
Director of Financial Inspection were appointed as Election Observer for the Tiwa
Autonomous Council Election in the constituencies falling under Morigaon, Nagaon and
Kamrup (M) districts.
For the constituencies of the Deori Autonomous Council Election under Jorhat,
Sivasagar, Dibrugarh, Tinsukia, Dhemaji, Lakhimpur and Sonitpur districts, Dr.
Anwaruddin Choudhury, Joint Secretary of Tourism; Nafifa Ahmed, Joint Secretary
of Environment and Forest; Ahmed Hussain, Director of Char Areas Development
Authority; Chohan Doley, Joint Secretary of Education; Imdadul Haque, Director
of Fisheries; Prasanta Bora, Joint Secretary of Agriculture; Mukti Gogoi, Director

GOVERNMENT TO BUILD A SAFE AND DISESTER RESILIENT ASSAM
CONSULTATION WORKSHOP ON DRAFT REVISED ASSAM RELIEF MANUAL
DISPUR,2ND JUNE,2010 : To build a safe and disaster resilient Assam by
developing a holistic, proactive, multi-disaster oriented and technology
driven strategy through a culture of prevention, mitigation, preparedness and
response a Consultation Workshop on Draft Revised Assam Relief Manual
was held under the aegis of Revenue and Disaster Management Department
at the Assam Administrative Staff College on 2nd June with a day long
programme.
Inaugurating the Consultation Workshop Minister for Revenue and Disaster
Management Dr. Bhumidhar Barman stressed on a very practical Relief
Manual and informed that the Government of Assam has accepted the vision
and approach as enunciated in the National Policy on Disaster Management,
2009 with some minor modifications that reflect the state situation. Minister
Barman also said after this consultation workshop with different departments,
consultations are also planned for bringing in the perspectives and
suggestions of mass media and civil society organizations etc.
Delivering the keynote address, Chief Secretary of Assam Naba Kumar Das
said that the Revised Manual takes into account all the different phases of disaster management like mitigation, preparedness, response, relief and
rehabilitation. Chief Secretary further stressed on promoting a productive and
proactive partnership with NGOs, public and private sector, media and local
community for disaster management.
In his opening address Principal Secretary of Revenue and Disaster
Management V K Pipersenia pointed out that the Revised Assam Relief
Manual considers all different types of hazards which includes natural
hazards such as earthquakes, floods, urban floods, river erosion, flash
floods, cloudbursts, landslides, mudslides, droughts, pest attacks etc and
man-made hazards like chemical terrorism, chemical accidents, industrial
accidents, major accidents in factories, accidents in festivals, boat capsize,
fire accidents, ethnic violence and extremist violence etc.
Participating in the Consultation Workshop, heads of various related
departments shared their ideas and suggestions and made changes and
corrections in the Draft Revised Assam Relief Manual.
