The Minister for WPT &
BC is the Head of the Department,
who provides policy direction
to the department. The Administrative
head of the department is
the Commissioner and Secretary
to Government of Assam, who
is a senior Officer from the
IAS cadre. The other officers
in the Department are Secretary,
Joint Secretary(s), Deputy
Secretary(s) to the Govt.
of Assam, Under Secretary(s)
and superintendent and Senior
and Junior Administrative
Assistants. There is a Planning
Cell headed by the Joint Director.

The WPT & BC Department
is the nodal Department for
implementation of schemes
for welfare of the SC/SC/OBC
people in the State. The schemes
are implemented through the
Directorates of WPT &
BC, Directorate of Welfare
for SC, the Corporation and
the ATDA. Brief description
of the schemes are given below

(a) Educational
Developmental Programmes:
Following programmes
are implemented for the
educational development
of the tribal people:-

Metric Scholarship |
This scheme
is meant for the ST(P)
students. It is a Centrally
Sponsored Scheme fully
funded by the Govt. of
India. The total budget
allocation for 2005-06
was Rs. 1000.00 lakhs
and a total of 40,000
numbers of students were
awarded scholarship at
the following, rates : |

Coaching
and Allied Scheme forST(P):
This is a Centrally sponsored
scheme on 50:50 cost sharing
basis between the State
and the Central Government.
This scheme aims to provide
coaching facilities to
ST(P) students who are
going to appear in All
India Level Competitive
Examinations. The total
budget allocation for
the 2005-06 was Rs. 6.00
lakhs. The coaching of
the ST(P) candidates is
provided in the Assam
Administrative Staff College
with the financial assistance
provided under this scheme. |

Book
bank for Medical, Engineering
and Agriculture etc.
: ST students studying
in various technical institutions
are provided books under
this scheme. This is a
centrally sponsored scheme
on 50:50 cost sharing
basis between Govt. of
India and Govt. of Assam.
The budget allocation
for 2005-06 was Rs. 6.00
lakhs under the scheme. |

of Boys and Girls Hostel:
This is a centrally sponsored
scheme on 50:50 cost sharing
basis between Govt. of
India and the State Govt.
The budget allocation
for 2005-06 was Rs.75.00
lakhs under the scheme.
Construction of boys and
girls hostels at different
Schools and Colleges is
undertaken under this
scheme. |

Vocational
Training Center: This
is a Central sector scheme
implemented through ATDA.
Centers are set up for
imparting vocational training
for skill development.
The budget allocation
for 2005-06 was Rs. 200.00
lakhs. There are 26 Vocational
Training Centres in the
various districts in the
State. |

Upgradation
of merit for ST(P) Students:
It is a Central Sector
Scheme and the basic aim
of the Scheme is to upgrade
the merit of the students
of ST communities through
coaching to enable them
to take advantage of the
better education opportunities. |

|
Stipend
for craftsmen training
: This is a state
plan scheme and stipend
is given to the students
undergoing training in the
various ITIs of Assam.
The total budget allocation
for the 2005-06 was Rs.
3.00 lakhs. Under the
scheme 56 tribal students
were provided stipend
during the year in various
ITIs in the State. |
