“Access to sanitation and drinking water is a must to improve health”: Assam CM
Dispur, May 2: “Access to sanitation and pure drinking water is a must to improve the health of the people,” said Assam Chief Minister Shri Tarun Gogoi at the State level Awards distribution function organized by State PHE at Maniram Dewan Trade Centre at Betkuchi in the city today.
Shri Gogoi said the thrust of the Government is to bring more and more areas under sanitation and extend pure drinking water especially in rural and far-flung areas. “More than the towns the rural areas are in need of sanitation and pure drinking water. We want to extend these facilities to the rural areas in a big way to bring about qualitative improvement in health which would, in turn, lead to more productivity and growth of GDP,” he said.
The Chief Minister further said that a massive awareness programmes have to be carried out by the PHED to involve more and more people for successful implementation of the sanitation and piped water schemes. “Participation of the people is a must for successful implementation of any programme,” he added.
Shri Gogoi said as the people of the State are afflicted with water borne diseases, total sanitation and piped drinking water are the panacea for reducing diseases in a big way.
Speaking on the occasion, Minister for PHE, Shri Rihon Diamary said that under the Total Sanitation Campaign (TSC) 28, 528 school sanitation blocks, 9812 baby friendly toilets in Anganwadi Centres and 9,07,805 individual household toilets have been constructed so far.
Shri Daimary said that with the allocation of funds from the State Plan more than 800 piped water supply schemes have been revived. “Water Supply Management Users’ Committees have been constituted for proper maintenance of the piped water supply projects. This is perhaps the only one of its kind in the country,” he added.
He further said that PHED has taken a slew of campaigns aimed at increasing community participation in rural water supply and sanitation facilities, besides creating awareness among the masses for community’s entitlement for ownership of the assets created under the TSC and piped water supply schemes.
The Minister for Social Welfare, Shri Akon Bora, stressed on the need for proper coordination between the PHE and Panchayat & Rural Development Departments for realizing the goals for total sanitation by 2012.
Earlier, the Additional Chief Secretary, PHE, Dr. Surajit Mitra said as the country has to entail huge loss in productivity and growth of GDP due to outbreak of water borne and excreta related diseases, access to sanitation and clean drinking water has to be ensured for one and all.
The Secretary, PHE, Shri Abhijit Dutta explained the objective of the function.
The Chief Minister gave away the prestigious Nirmal Gram Puraskar for the year 2009 to six Goan Panchayats viz., Beldubi under Jamadarhat block of Dhubri district, Uparhali under Rampur block and Kochpara under Chayani Barduar block of Kamrup district, Beseria under Gabharu block of Sonitpur district, Pulibar under Golaghat East block and Bengenakhowa under Golaghat East block of Golaghat district. Kochpara and Pulibar were awarded Rs 5 lakh in cash each while the other Goan Panchayats got Rs 4 lakh in cash besides a certificate and a memento.
Shri Gogoi also gave away the State level Uttam Gramya Panijogan Parichalana Puraskar for 2009-10 to ten water supply management users’ committees viz., Tupkhana (Cachar), Orang (Udalguri), Panibharal, Barikachuburi (Sonitpur), Fakiragram (Kokrajhar), Baghorbori (Kamrup), Bongalpukhuri (Jorhat), Bengenakhowa, Dadhara (Golaghat) and Borgohain (Sivasagar). Each committee got Rs. 30,000 in cash, a memento and a certificate. The Chief Minister also gave away the Gramya Jalamitra Puraskar for 2009-10 to three water supply users’ committees viz., Tarapur (Cachar), Barshapara (Kamrup) and Mishamara (Golaghat). Each committee got Rs 15,000 in cash and a certificate. These two awards were instituted by the State PHED for the first time with a view to encouraging community participation in the operation and maintenance of rural piped water supply schemes (PWSS).
