The Personnel Department deals with postings and transfer of senior officers in the Government and coordinates on issues concerning recruitment, service conditions, training, career development, staff welfare and post retirement dispensation to senior officials of the state. The Department is intimately concerned with the task of formulating a responsive, people-oriented modern administration.
For administrative convenience, it is split into two wings - Personnel(A) and Personnel(B).
The role of the Personnel (A) Department can be conceptually divided into two parts:-
i. Act as the formulator of policies and the watch-dog of the Government to ensure that certain accepted standards and norms, as laid down by it, are followed by all other Departments and Government Agencies in matters of recruitment, regulation of Service conditions and deputation of personnel as well as other related issues. Towards this end, guidelines are issued by it for the benefit of all other Departments and Agencies and it monitors the implementation of these guidelines.
ii. Advise all Departments/ Agencies of the Government of Assam on issues of Personnel Management. The Department has direct responsibility as the Cadre controlling authority for the Assam Civil Service (ACS). This is in addition to being the local Cadre controlling Authority for the Officers of the Assam Segment of the Assam-Meghalaya Joint IAS Cadre.
The Personnel (B) Department acts as the formulator of policies and the watchdog of the Government to ensure that certain accepted standards and norms, as laid down by it, are followed by all other Departments and Government Agencies in matters of recruitment, regulation of service conditions and other related issues. Towards this end, guidelines are issued by it for the benefit of all other Department and Agencies and it monitors the implementation of these guidelines.
Offices available: There are two offices under Personnel Department:-
i. Assam Public Service Commission (APSC): The main functions of the APSC are specified in Article 320 of the Constitution of India. Among the principal functions of the APSC are:
a. Advertise and select candidates for Gazetted posts and Non-Gazetted candidates for posts, which come under the purview of the APSC.
b. Recommend candidates for regularization under provisions of Regulation 4(d) of the APSC (Limitation of Functions) Act, 1951
c. Advise the Government of Assam on matters relating to framing of service Rules and principles to be followed in making appointments, promotion and in respect of disciplinary matters affecting civil servants of the state.
ii. Assam Administrative Tribunal (AAT): AAT was established under
the provisions of the Assam Administrative Act, 1977. It provides speedy and inexpensive justice to employees aggrieved by Government decisions. The Assam Administrative Tribunal Act, 1977 further prohibits other Civil Courts from adjudicating in matters relating to service conditions of Government employees. An appeal against the orders passed by the tribunal would lie before the Gauhati High Court. During the reporting period, the tribunal disposed off a total of 88 cases relating to service conditions of Government employees.
