Overview of the Department

The Department of Sport & Youth Welfare was created in the year 1988-89 with the objective of bringing about all round development in the field of Sport & Youth Welfare. However, the Directorate of Sport & Youth Welfare, Assam was created much earlier. Late Bhupendra Nath Baruah, ACS, took over charge as the first Director of Sports & Youth Welfare, Assam, on 17th October'1976. The Directorate of Sports & Youth Welfare, Assam, actually started functioning from the financial year 1977-78. The Directorate was formally made regular from the financial year 1982-83. Before the creation of the Sport & Youth Welfare Department, the Directorate of Sport & Youth Welfare was under the Education (CTM) Department. With the creation of the Sport & Youth Welfare Department, a boost was given to the development of Sport & Youth Welfare activities. This was made possible due to regular flow of funds to the Directorate of Sport & Youth Welfare for implementation of different schemes for the development of Sport & Youth Welfare in the State. Regular tournaments in the State Level with the participation of school children upto the age group of 19 years. State contingents in different sports disciplines were organized both at the District Level and at the State Level with the participation of School children upto the age group of 19 years. State contingents were also sent for participation in National Level Tournaments such as the National School Games, the Subroto Cup Football Tournament at New Delhi etc. Another major objective for creation of the Sports & Youth Welfare Department was to vigorously pursue and implement the scheme of physical education training which was introduced earlier in some of the Schools of the State. For this purpose the activities of the physical instructors who were posted in a number of High Schools all over the State were frequently monitored. The Department also gave emphasis on scouting of talents and imparting coaching programmes for the budding sportsmen in different sports disciplines for improvement of their skills. For this purpose a total number of 21 coaches were appointed in different sports disciplines. The Department has been whole heartedly encouraging the NCC activities in the State. There are 5 NCC Group Headquarters and 27 NCC Units under the Group Headquarters. The Civilian Staff of the NCC Group Headquarters and Units are manned by Grade – III & Grade – IV personnel provided by the Directorate of Sport & Youth Welfare, Assam. Their salaries are also borne by the State Government. The Department has been extending financial assistance annually to the NCC Authorities for conducting various programmes for NCC cadets of the State such as holding of Republic Day Camp, Thal Sena Camp, Vayu Sena Camp, Nau Sena Camp, C.M's Rally, National Integration Camp and Annual Training Camps. The NCC cadets on completion of their training are conferred "B" & "C" Certificates. The present enrolled strength of NCC Cadets in the State is 33000. The State Government desires to raise the strength of NCC Cadets to 50000.
